
Memberships in the Oklahoma Karate Association run from January 1st until Dec 31st
Cost of membership into the Oklahoma Karate Association is $35.00 per year per
competitor.
tournament entry fees to OKA sanctioned tournaments if their membership is paid
prior to the date of the tournament.
Members will receive a membership card and an Oklahoma Karate Association
patch with their membership.
Any competitor who has competed in an OKA tournament prior to July 1st, and then
attempts to join the Oklahoma Karate Association after July 1st, will be subjected to
a $15.00 late registration fee in addition to the $35.00 membership fee.
If a competitor is not a member in good standing with the Oklahoma Karate
Association they will not be eligible for year-end awards.
Competitors who place in the top three at the end of the year may be required to
complete order form or such to receive their year-end awards. It is the competitor's
responsibility to fulfill any of these requirements.
Members must attend a minimum of five tournaments to be eligible to receive a year-
end award.
II. ELIMINATION BRACKET AND REGISTRATION
All competitors must be checked in at their assigned ring with the Head
Judge before competition begins. A competitor is required to check in with
the prior to both kata and sparring divisions. Once elimination begins in a
particular kata or sparring division, that division is closed to all late entries.
If a competitor is erroneously placed in the wrong division bracket, he or she
may only be allowed late entry into the correct division if it does not
jeopardize the integrity of the division. Allowing the competitor to enter the
division is solely at the discretion of the arbitrator.
A competitor who does not appear in the ring within one (1) minute after the
third call of is/her name shall forfeit their bout.
A competitor must compete in the appropriate age (as of January 1st), rank,
weight division unless written permission to change divisions is obtained from
the OKA Board of Directors prior to the first tournament of the year and
presented upon registration. The division rule applies to division from 5 &
under to 16 & 17 year olds and Executive eligibility. If a competitor moves up
in rank division, his/her points will roll to the division with the most points. If
a competitor turns 18, he/she must advance to the adult division due to
liability issues. That competitor will be allowed to transfer his/her earned
points in the same manner as rank points.
A competitor who moves up in any division with proper authorization must
advance in both kata and sparring divisions and may not return to a lower
division.
All competitors must compete at the highest level of rank they hold in any
martial arts system.
A competitor may compete as a beginner for no more than one (1) calendar
year. Any competitor with over three (3) years experience should and will be
considered an advanced competitor regardless of belt rank.
A competitor may enter only one (1) division of sparring per tournament.
Junior Competitors (17 & Under) may not compete with adults in any
sanctioned events.
Executive competitors (35 & Over) may compete as Adults or Executives,
but not as both at the same tournament.
Executive competitors shall receive points in the division in which they place
at each tournament (Executive or Adult), but may not transfer points from
one division to another at the end of the year.
III. UNIFORM, HYGIENE, AND EQUIPMENT
T-Shirts are permitted only if they are part of a school uniform and list the
name of the school or style of the competitor.
All competitors in the Black Belt divisions must wear Black Belts.
All competitors must be clean. Uniforms must be clean and pressed.
Fingernails and toenails must be cleaned and trimmed.
All tournament entrants must be in good health. The competitor is
responsible for his/her own health and level of fitness.
In sparring divisions, all competitors must wear:
Soft, foam-type protective equipment on hands and feet.
Foam headgear that covers the forehead, back of the head, and sides of the
head to earlobe level.
A mouthpiece that shall be visually checked by the Head Official.
A groin protector is required for all male competitors. (And recommended for
all female competitors.)
Soft shin pads are recommended for all competitors. No hard plastic or metal
is allowed in the shin pad.
All striking surfaces should be free of tears and any abrasive tape.
All protective equipment must meet the approval of the Head Official. If
made by the arbitrator.
IV. COMPETITION AREA
All matches will be conducted in a ring no smaller than 18 X 18 feet square
and no larger than 24 X 24 feet.
The dimensions of the ring may be increased for finals but not decreased. (A
larger area may be used for Kata competition.)

Competitors will be allowed one (1) coach at ringside, all other spectators and
parents shall remain outside the designated competing areas during the
competition.
V. KATA COMPETITION
The kata judging board shall consist of three (3) or five (5) qualified Black
Belt officials.
Side judges will sit at the ring corners. The head official will sit at the front
center of the ring.
All kata judges must remain at their assigned ring until all kata competition is
completed.
Each competitor will be scored immediately upon completion of his or her
kata.
All kata judges will score each kata simultaneously when the Head Official
says, "Judges...score!" The judges will make scorecards visible to
competitors and spectators.
If there are five (5) judges, the high and low scores will be omitted by the
scorekeeper, adding the remaining three (3) scores. If there are three (3)
judges, all scores will be added.
The following scoring system shall be used for all kata divisions:
8.0 Forgets kata, drops weapon, or has equipment failure during musical
kata.
8.1-8.5 Below average form. Hesitation, disorientation, loss of balance, weak
movements, flaws in movement.
8.6-9.0 Average form. Weakness in some moves, break in concentration,
slight losses in balance.
9.1-9.5 Above average form. Strong form but lacking smoothness and/or
continuity. Overall good performance with slight flaws in balance
technique, speed, power, or timing. (Lower scores would indicate
more flaws in the kata.)
9.6-9.9 Excellent form. Demonstration of superior movement and balance.
Extreme level of difficulty taken into Exceptional power, speed, focus,
balance, smoothness and continuity demonstrated.
If the head official believes a disturbance (For example: someone walking
into the ring) to be a hindrance in the execution of an individual's kata, the
competitor will be allowed to begin again. Otherwise, only one (1) opportunity
to perform will be allowed. Beginners will be allowed to restart with no
deduction being taken from the form score by the judges. However, the head
official will have the score keeper deduct 2/10's of a point from their total
score.
RULES REGARDING TIES:
In the event of a tie in beginner's form, weapons, two-man, or specialty
divisions, a competitor may execute the same form for run-off purposes.
In the event of a tie in all other divisions, a different kata must be executed.
After performing the second kata, the judges will simultaneously point to
there preferred winning competitor.
If more than two competitors are tied, the judges will re-score using the
paddles until the ties are broken or there are only two competitors remaining
tied. At that point, the judges may point.
In the event of a tie where there are five (5) judges used, the high and low
scores shall be added to the total.
In the event of a second tie where five judges are used, the competitor will
perform again then the judges will simultaneously point to their preferred
winning competitor.
WEAPONS AND SPECIALTY FORMS:
All weapons must meet the approval of the head official, which will check
them for safety. No plastic or sharpened bladed weapons will be allowed. All
spectators must be kept a minimum of fifteen (15) feet from the weapons
competition ring.
Specialty (musical, two-man, etc.) katas may not run more than two (2)
minutes and thirty (30) seconds in length. Katas that run overtime will have
2/10?s points deducted from the competitors total score.
VI. SPARRING COMPETITION
The head official and each side judge has one vote. A majority of votes is
required to confirm any decision (two of three officials or three of five) with
exception of disqualifications for injuries as stated below.
The head official shall stop the action in a match to call for points or fouls
either upon: 1. The head judge seeing a point or foul; or 2. A signal from any
of the side judges that they have seen a point or foul. All officials shall score
simultaneously upon a signal from the head official.
Only the head official shall stop time for multiple calls, conferences, injuries,
and equipment adjustments.
Matches shall be two (2) minutes in length and shall officially end when the
timekeeper informs the head official that time has expired.
The competitor with the most points when time has run out will be declared
the winner.
A competitor who gains a seven-point advantage over his/her opponent (7-0,
8-1,9-2, etc.) before time has run out shall be declared the winner by way of a
"seven point spread".
Matches ending in a tie will be decided by "Sudden Victory" overtime - the
first competitor to score a confirmed point shall be declared the winner.
A competitor who scores a confirmed technique shall receive one point for
hand techniques or kicks to the groin, and shall receive two points for kicking
techniques, with the exception of a kick to the groin.
Points will be awarded for a visible technique delivered to an unprotected
target area with enough speed, power, focus, balance, and good form to have
inflicted serious damage to the receiver had it not been pulled short of hard
contact and full penetration.
Light contact to the side, back and top of the head will score. Light to medium
body contact will be required to score points in all divisions.
In all divisions below Adult Advanced, techniques to the face must be stopped
within 1 inch of actual contact.
Light contact may be made to the face in Adult Advanced Belt and Black Belt
divisions only.
Legal scoring techniques are defined as:
Front punch, reverse punch, back fist, knife hand, ridge hand, front kick,
back kick, side kick, wheel or round kick, heel kick, hood kick, spin kick,
turn kick or jump kicks.
Legal scoring areas are defined as:
Face (only in Adult Advanced and Black Belt divisions), anywhere on the
padded area of the head, ribs, solar plexus, kidneys, abdomen, chest,
and the groin.
When a competitor has committed any three (3) confirmed fouls, the
competitor?s opponent shall receive one (1) point and shall receive one (1)
additional point for every foul committed thereafter. Fouls shall include:
Illegal strikes, head butts, finger-jabs, ripping or gouging techniques to the
face, strikes with the elbow or knee.
Attempted attacks to the joints or spinal area.
Blind or uncontrolled techniques.
Continuing to fight after "Break" has been called.
Kicking techniques to the legs. Sweeps may be used only if done with a
straight leg un-snapped motion. Must be done to upset the opponent's
balance only.
Drop kicks and attacks from the ground.
Stepping out of bounds during a match in progress. A competitor is out of
bounds when a foot either touches or crosses the boundary line while fighting,
retreating or being knocked back by a legal technique. (Pushing an opponent
out is a foul) Acompetitor may not score or be scored upon while out of
bounds, however, other confirmed fouls or face contact penaltiescommitted
while out of bounds shall be assessed.
Hammer fists and open hand slaps.
Evading the fight.
A competitor who commits a foul before, during, or after scoring a point shall
receive the foul rather than the point.
Light face contact only will be allowed in Adult Advanced and Adult Black
Belt divisions. If a competitor in any other division makes any confirmed face
contact whatsoever, the competitor's opponent shall receive a point. A point
will be awarded to the competitor receive a confirmed face contact every
time. (The face shall include the catcher's mask area and throat. Contact to
the headgear covering that area shall also be considered face contact.
If face contact causes any swelling, discoloration, or bleeding, in any division,
the offender shall be disqualified. The strike that caused the injury must be
confirmed. (Two of three officials or three of five.)
If illegal face contact by both competitors is confirmed in the exchange, each
competitor shall receive one (1) point and assessed a face contact penalty.
A face contact penalty shall nullify any point scored in the same exchange by
the competitor who makes the face contact (but shall not nullify a foul by that
competitor.)
A competitor who is struck with an illegal face contact immediately during or
after execution of a legitimate scoring technique shall receive both the
contact point and the point for the scoring technique, if both are confirmed.
A knockout or other injury requiring the opponent to bow out to seek out
immediate medical attention, shall result in the offender being disqualified for
the rest of the competition. If medical personnel and/or the tournament
producer feel that further competition would aggravate the injury, the injured
competitor will not be allowed to compete for the rest of the day.
Any disqualifications due to injury must be made prior to either competitor
leaving the ring.
Grand Championships will be awarded based on sparring runoffs between
weight and division champions.
VII. PROTESTS
Any instructor or coach of a competitor may protest any infraction of the
rules. He may not protest or question the call or failure to call a point or
decision of the judges. An official's decision may be protested only if it is
against an OKA rule.
All protests must be presented to the Head Official at the time of the
infraction of the rules.
No protest will be considered after the conclusion of a match in Sparring or
the conclusion of a division in Kata.
All protests must be presented in a sportsmanlike manner.
A Black Belt competitor involved in a protest may present his/her own
protest in a sportsmanlike manner.
A competitor or instructor may request the replacement of an official before a
match begins. The producer or the arbitrator may or may not replace the
official, as he or she chooses.
In the event of a protest over an incorrect score, the written score recorded
by the scorekeeper in kata and the visible scorecards in sparring shall stand
unless a single different score can be confirmed by a majority of judges in
that ring.
In the event of a stalemate or lack of relevant information during a protest
situation, the Head Official should request the assistance of the arbitrator.
VIII. EJECTIONS AND SUSPENSIONS
Upon majority vote of the officials, a competitor shall be immediately ejected
from competition for violation of the code of conduct.
Code of Conduct
All competitors, coaches, and spectators of Oklahoma Karate Association events
will be required to follow a standard code of conduct to participate. Failure to follow
this code of conduct will result in ejection from competition and/or removal from the
event facility. Extreme or repeated infractions can result in suspension from the
Oklahoma Karate Association, and all events sanctioned by the Oklahoma Karate
Association for up to but no more than one (1) calendar year. Infractions can also
result in disqualification from year-end standings.
The Code of Conduct set forth by the Oklahoma Karate Association is as follows:
No disrespect displayed toward officials or fellow competitors and/or
spectators or coaches will be tolerated.
Abusive or obscene language will be considered disrespectful and therefore
will not be tolerated.
Un-sportsmanlike behavior such as loss of temper, failure to follow officials
instructions, refusal to line-up, accept awards, or acknowledge Black Belts as
such will not be accepted.
Malicious head, face, or body contact with extreme loss of control of temper
and/or technique in sparring matches.
The Oklahoma Karate Association will not abide by the use of or influence of
alcohol or illegal drugs in any form at any Oklahoma Karate Association
event. Failure to follow this rule will result in immediate review of conduct by
the Board of Directors for reprimand.
Any conduct that would be considered unbecoming of a member of this
organization, which upholds honor, respect, and courtesy, will not be tolerated.
The Oklahoma Karate Association reserves the right to have a member or non-
member's conduct be reviewed by its Board of Directors for determination of
reprimand.
